(A) The owner of any registered bicycle shall report any theft or loss of said bicycle to the Police Department, including a description of the last observed location of said bicycle.
(B) No person shall operate a bicycle within the period from sunset to sunrise without utilization of a headlight that is visible from the front thereof under normal atmospheric conditions for a distance of not less than 300 feet, nor without a red light or reflector attached to the rear which is clearly visible in the headlight beam of a motor vehicle for a distance of not less than 200 feet to the rear of the bicycle.
(C) No person shall operate a bicycle in violation of any of the below-listed regulations:
(1) Extra passengers shall not be carried on the handlebars or on any other part of the bicycle unless a seat specifically designed to carry such passengers is attached thereto.
(2) No bicycle shall be operated while attached to any other moving vehicle, or while the operator of such bicycle is clinging to such vehicle.
(3) Bicycles shall be operated in single file and the operator shall yield the right-of-way to pedestrians. When approaching or passing a pedestrian while riding on a sidewalk, the speed of a bicycle shall be reduced to a speed no greater than necessary to continue the operation of the bicycle without the rider dismounting.
(4) All traffic signals and signs, and rules and regulations enacted pursuant to the provisions of this chapter which are applicable to bicycles shall be adhered to and obeyed by the bicycle operator.
