(A) No person shall deposit in any parking meter a slug, device, or metallic substitute for a United States coin, nor shall any person deface, tamper with, or willfully break, destroy, or impair the usefulness of any parking meter installed pursuant to this section.
(B) No person shall post any sign regulating the operation of vehicles or bicycles or establishing conditions and restrictions regarding parking or stopping of vehicles on any public street, alley, or public parking area, without prior authorization of the Council.
(C) No person shall organize, conduct or participate in a parade, march, or other assembly of persons or vehicles, that interferes with or obstructs traffic, without a permit approved by the Council and issued by the Chief of Police.
(1) The provisions of this section shall not apply to a funeral procession.
(2) Nothing contained herein shall be construed as limiting the right of any individual to freedom of speech, or assembly.
(3) Permit applications shall include information as to the date, time and place of the requested parade, the anticipated number of participants, the sponsoring individuals or organization, the purpose or reason for the parade, and such other information as requested by the Council or Chief of Police.
