§ 7.204 PROHIBITED MOVING OPERATIONS.
   (A)   No person shall operate a motor vehicle on any public or private street or highway within the city, or on any public or private parking lot, in such a manner as to cause it to unreasonably accelerate, which, as defined herein, shall constitute a public nuisance.
      (1)   Unreasonable acceleration of a motor vehicle is hereby defined as acceleration without apparent reason, and accomplished in such manner as to cause either or both of the following: squealing or screeching sounds by the tires or the throwing of sand, gravel or loose rocks and material by the tires of said vehicle.
      (2)   Prima facie evidence of such necessary and unreasonable acceleration shall be squealing or screeching sounds emitted by the tires or the throwing of sand or gravel by the tires of said vehicle.
   (B)   No person shall turn around a vehicle by taking a turn upon any street or highway in the city unless such vehicle shall first proceed to an intersecting street and said “U” turn shall be made at the intersecting street, provided, however, that a “U” turn at any intersection on any street or highway in the City of Columbia Heights where a police officer is stationed, or where a “stop and go” or illuminated “slow” signal or “school stop sign” or “stop” sign is located at the intersection is prohibited.
   (C)   (1)   No person shall drive a vehicle on any public alley or private roadway at a speed greater than is reasonable and prudent under the circumstances and conditions, and in no event at a speed greater than 10 miles per hour in an alley, or 15 miles per hour on a private roadway.
      (2)   No person may operate a motor vehicle on a public alley unless directed to do so by a peace officer, authorized community service officer, reserve police officer, or authorized traffic control device, except abutting property owners, tenants, their guests and invitees, operating a motor vehicle in an otherwise lawful manner. This section shall not be interpreted to preclude use of alleys by persons performing authorized activities on behalf of any law enforcement agency.
   (D)   No person shall operate or park a vehicle of any kind on park lands not designed or designated for traffic or parking purposes, on ice of city lakes or flooded skating or hockey rinks, except such vehicles and machines operated by the Public Works Department for the purpose of maintaining skating rinks and performing necessary work on said ice; provided that the Council may authorize by resolution the use of a certain portion of any park area or lake for ice racing or snowmobiling.
   (E)   No person operating a vehicle shall tow or push a toboggan, sled, ice skater, bicycle or any other sliding or coasting device, nor permit any other person to board or alight from or hang onto said vehicle while said vehicle is in motion.
   (F)   (1)   No person shall drive or operate a stock car or racing car upon the streets and alleys or elsewhere within the limits of the city.
      (2)   For purposes of this chapter:
         RACING CAR. Any motor vehicle designed or intended for operation on a speedway, racetrack, or other facility used or designed for high speed contests between two or more vehicles or for timing of speed.
         STOCK CAR. Any motor vehicle of standard design and construction which is modified, adapted or altered in any manner to increase its speed or safety, and designed or intended for operation on a speedway, racetrack, or other facility used or designed for high speed contests between two or more vehicles or for timing of speed.
   (G)   No person shall drive, operate or be in actual physical control of a motor vehicle upon private property without the consent of the owner or occupant of the premises, if signs are posted prohibiting the operation of motor vehicles thereon.
   (H)   No person shall drive, operate, or park a motor vehicle weighing in excess of 15,000 pounds gross weight upon any city street within the City of Columbia Heights except as authorized by § 7.201(B).
   (I)   No person shall drive or operate a motor vehicle, including motorcycles, motorized bicycles, or motor scooters, upon any sidewalk at any time within the city except when such operation is necessary for the most direct access to a roadway from a driveway, alley or building.
   (J)   No person shall drive, operate or be in actual physical control of a motor vehicle upon private property of another not intended for vehicular use without the consent of the owner of said property.
