§ 7.203 TEMPORARY AND EMERGENCY ORDERS.
   (A)   The administrative service, through the Police Department and Public Works Department shall have the delegated authority to make temporary or emergency orders not otherwise provided for herein, imposing restrictions on parking or traffic flow, or closing streets, as are necessary for:
      (1)   Street maintenance and repairs;
      (2)   Tree trimming and removal services;
      (3)   Repairs to utility services;
      (4)   Fire fighting or control of any criminal or civil disturbance;
      (5)   Snow plowing or snow removal services in addition to those prescribed by § 7.202(F);
      (6)   Parades, marches, transportation of buildings, or street excavations;
      (7)   Any other circumstance in which such restrictions are reasonably necessary for the public health, safety or welfare.
   (B)   The administrative service shall have the delegated authority to issue permits for street excavations and transportation of buildings which will interfere with or obstruct the normal use of any city street.
   (C)   The Police Department shall have the authority to issue permits, with Council approval, for parades, marches, or any other assembly of people reasonably anticipated to interfere with or obstruct the normal flow of traffic on public streets, provided, that:
      (1)   No permit shall be arbitrarily or unreasonably denied for reasons unrelated to a lawful concern for the public safety and welfare.
      (2)   No permit shall be issued for a parade or march during the hours of 7:00 a.m. to 9:00 a.m. or 4:00 p.m. to 6:00 p.m.
      (3)   The Council and/or Chief of Police may impose reasonable restrictions and conditions for the issuance of the permit for the public safety and welfare.
   (D)   Any person may request establishment of such regulations, conditions or restrictions in any part of the city by making written application therefore to the Council. The application shall specify the address and the nature of any commercial or business activity conducted at said premises, or as a condition of each such application, the Council may require the applicant to pay the Treasurer the estimated cost of erecting signs and painting the curb.
