(A) (1) The Council may regulate the movement of traffic in the city by designation of any street or portion of a street as a through street or a one-way street. The Council may also designate any intersection as a STOP intersection, or may designate any intersection as one where the turning of vehicles and bicycles to the left or to the right or both is to be restricted at all times or during specified hours.
(2) The Manager shall have the delegated authority to designate any intersection as a STOP intersection in the manner prescribed by § 3.308.
(B) (1) The Council may regulate the use of streets by vehicles in excess of 15,000 pounds gross weight as follows: The Council may designate truck routes and require such vehicles to use said routes at all times, except as otherwise provided hereinafter.
(2) Nothing contained herein shall be construed as prohibiting any vehicle in excess of 15,000 pounds gross weight from using any city street where absolutely necessary to reach a particular destination within the city.
(C) No regulation or designation under this section shall be made for any state trunk highway or portion thereof without consent of the State Commissioner of Highways.
(D) (1) The Council may provide for the establishment of safety zones and order installation of such warning signs, signals, lane or pavement markings, or other devices as are appropriate to assist in the direction and control of traffic, to improve safe driving conditions, and to warn of dangerous conditions or hazards.
(2) The Manager shall have the direct authority to provide for any of the foregoing under this division upon consultation with the City Engineer and Chief of Police.
