§ 7.103 TRAFFIC CODE VIOLATIONS.
   (A)   No person shall operate, park or stop a vehicle in such a manner as to constitute or result in a violation of any regulation, street designation or prohibition established pursuant to the provisions of this chapter.
   (B)   The presence of any stopped or parked and unattended vehicle in such a manner as to constitute a violation of any of the provisions of this chapter is prima facie evidence that the registered owner of the vehicle committed said violation, or authorized the commission of said violation by allowing another person to operate said vehicle.
   (C)   A tag may be placed on the windshield of any unattended vehicle providing the following information describing an observed violation as is appropriate:
      (1)   The applicable section of this code and chapter;
      (2)   The date and hour of the violation;
      (3)   The make and license number of the vehicle;
      (4)   The location of the observed violation, or parking meter number; and
      (5)   Instructions to the owner or operator of the vehicle to report to the designated public authority regarding said violation; and that payment of the sum of $3 within 24 hours of the time of the violation will be accepted as full satisfaction for such violation.
