§ 7.101 STATE HIGHWAY REGULATION ACT.
   (A)   The Minnesota Highway Traffic Regulation Act, enacted as M.S. Chapter 169, together with all amendments thereto through 1981, is hereby adopted by reference and made a part hereof as if fully set forth herein. M.S. Chapter 171, Driver’s Licenses and Driver Training Schools, together with all amendments thereto through 1981, is hereby adopted by reference as if fully set forth herein. M.S. Chapter 168, Motor Vehicles, together with all amendments thereto through 1981, is hereby adopted by reference as if fully set forth herein.
   (B)   Any term used hereafter in this chapter that is defined in M.S. § 169.01, as it may be amended from time to time, shall have the meaning ascribed to it therein, except as otherwise provided below:
   IDENTIFYING CERTIFICATE. The certificate or insignia issued to physically handicapped persons by the Minnesota Department of Public Safety pursuant to M.S. § 169.345, as it may be amended from time to time.
   PHYSICALLY HANDICAPPED. Any person who has sustained an amputation or permanent material disability of either or both arms or legs, or who has been otherwise permanently disabled in any manner rendering it difficult and burdensome to walk.
