The City Council intends that this chapter be an integral part of the city’s program of health, safety, fire, building and land use regulation. It shall be a portion of this code, to be construed liberally in conjunction with other provisions of this code to give effect to the policy, purpose, and objectives in this chapter, but is not to be construed to modify, amend or otherwise alter the provisions of this code relating to health, safety, or building and land use regulations.
