Sewer rates shall be established by resolution of the City Council and billings shall be administered as delineated in § 4.313(C) of this chapter. Quantity of sewage for billing purposes is based upon water metered, or required metered, in the case of a source other than the city water system unless special meters approved by the City Engineer are installed and maintained at the property owner's expense for the specific purpose of metering sewage.
