(A) Additional fine authorized and established. Pursuant to Act 1188 of 2003 of the General Assembly of the state, an additional fine of $5 shall be levied and collected from each defendant who pleads guilty or nolo contendere to, is found guilty of, or forfeits bond for any misdemeanor or traffic violation in the District Court of the county.
(B) Special detention facility fund. A special fund shall be established on the books of the County Treasurer for deposits of funds derived from the fines levied and collected hereunder. The revenues generated by the additional fines shall be used exclusively for maintenance, operation, and capital expenditures of the Columbia County Justice and Detention Facility.
(C) Other sources unaffected. Revenues derived from the additional fines levied under this section shall not offset or reduce funding from other sources for the maintenance, operation, and capital expenditures of the Columbia County Justice and Detention Facility.
