In addition to special event rules and regulations for the special event, with respect to the operation of special events, the special event operators shall see that their vendors comply with the following requirements:
(A) Vendors and event sites shall be kept in a clean, sightly and healthful condition, free from debris and offensive odors.
(B) Upon the cessation of the event activities, on any event day, the area shall be promptly vacated and returned to the same condition of sightliness, healthfulness, and cleanliness as existed prior to such event activity on that day.
(C) The special event board or organizer shall designate a chairperson of the special event who shall be the contact person with the city and its respective departments.
(D) If an annual special event, annually and at least 60 days prior to the event start date, the special event board or organizer shall submit to the Board of Public Works and Safety, for approval, proposed days and hours for the event.
(E) The city and its respective departments, officers, elected officials, agents, and employees shall be held harmless from any and all liability of any kind or character incurred, asserted, or alleged to have occurred as a result of activities pertaining to the special event. The city may require that special insurance be obtained by the special event board or organizer, naming the city as additional insured.
