For city and rural residential users who receive city water but are not connected to city sewage services when such services are located within 300 feet of such user’s property line, such residential user shall be charged a monthly sewer availability fee. The sewer availability fee shall be the sum of $20 per month, which sum may be modified from time to time by the city.
