(A) There is established for the city, pursuant to I.C. 36-9-17-3, a General Improvement Fund.
(B) Any special assessments collected under the provision of I.C. 36-9-17-1 et seq. for the benefits to property from constructing, repairing or improving streets, alleys, sidewalks, curbs, gutters and sewers shall be deposited in the General Improvement Fund.
(C) The Common Council of the city may, from time to time, make appropriations from the General Fund of the municipality to the General Improvement Fund.
