It is acknowledged, understood and declared that under this chapter the Enforcement Officer is required to exercise and is vested with the authority to exercise his or her discretion and judgment in order to protect and preserve the public health, safety and general welfare of the citizens of the city of Columbia City, Indiana, in regulation of geothermal systems. The authority of the Enforcement Officer to issue, deny, suspend or revoke or fail or refuse to issue, deny, suspend or revoke any license, approval, order or similar authorization under this chapter is declared to be discretionary.
