The thoroughfare plan consists of:
(A) A report covering the requirements for major thoroughfares and certain minor streets within the city, and the jurisdictional area two miles beyond the city limits;
(B) A map entitled “City of Columbia City, Indiana, Thoroughfare Plan,” which shows the location of major thoroughfares described in the report and certain minor streets within the city limits; and
(C) A map entitled “Two-Mile Jurisdictional Area, Columbia City, Indiana, Thoroughfare Plan,” which indicates the location of major thoroughfares located beyond the city.
