Any decision of the Building Commissioner made in the performance and/or enforcement of this chapter may be appealed to the Board of Zoning Appeals by any person claiming to be adversely affected by such decision, and the Board of Zoning Appeals shall have the same powers with respect to such appeal as those granted to it under the zoning code, and its decisions shall be subject to review by certiorari.
