Every improvement location permit shall remain in force and effect only so long as, and only if, the improvement applied for is made, and such improvement shall be made within one year from the date of issuance of the permit therefor. However, where circumstances warrant, the permittee may apply to, and the Building Commissioner may grant an extension of time for the improvement.
