Nothing contained in the chapter shall be construed to limit the authority of the grantee to provide equipment and technical assistance or make payments in support of the use of public, educational, and/or governmental channels. However, such equipment, assistance, or payments shall in no event be considered in the calculation of franchise fees pursuant the chapter.
