The grantee shall make available public, educational, or governmental access channels within 90 days of receiving a request for such channels from the Common Council. The maximum number of channels the grantee may be required by the Common Council to provide is three. The grantee shall not be required to make available more than one new channel for public, educational, or governmental access purposes in any 90-day period.
