Within six months of receiving written notification of a decision by the Common Council to provide emergency broadcasting services, the grantee shall include an emergency alert capability in its cable system which will permit the city government to override by remote control the audio, and video to the extent this technology is practically available and adaptable to the grantee's system, of all channels simultaneously to broadcast from the City Hall for civil defense, disaster, and emergency services.
