Each cable system shall, at minimum:
(A) Relay to subscriber terminals those broadcast signals required by the FCC;
(B) Distribute in color all television signals which it receives in color;
(C) Make available upon request by any subscribers receiving channels showing premium services and pay per view events, a lockout device which prevents the unauthorized viewing of such channels; and
(D) Make available to subscribers, upon request, a switch permitting conversion from cable to antenna reception.
