Once it makes a decision to award a franchise, the Common Council shall within 60 days provide the successful applicant with written notification of their decision including a description of the franchise they intend to grant. This franchise description may incorporate by reference information in the applicant's franchise application. The applicant and representatives of the Common Council may then proceed to negotiate a franchise agreement. The Common Council's decision to award a franchise does not commit the Council to approve any franchise agreement containing any material terms not identified in its notification to the applicant.
