Upon the filing of a franchise application, the applicant shall pay to the city government a non-refundable application fee of $300 plus $.02 for every home or apartment, hotel, or motel unit in the geographic area covered by franchise application. This fee is intended to cover the city government's cost in reviewing the franchise application and determining the applicant's qualifications for obtaining a franchise.
