Any franchise granted shall be nonexclusive. The grantor specifically reserves the right to grant, at any time, such additional franchises for cable systems as it deems appropriate; provided, however, that such additional franchise grants shall not operate to materially modify, revoke, or terminate any rights previously granted to any grantee without that prior grantee's consent, unless the grantor reasonably determines that a modification or termination of a grantee's right is required by law.
