§ 116.01 TREE TRIMMERS REGULATED; PERMIT REQUIRED.
   No person shall trim trees or remove limbs from trees within the corporate limits of the city except for the purpose of removing limbs which obstruct or interfere with improvements, unless the following conditions shall be complied with:
   (A)   The person shall secure a permit from the Clerk-Treasurer and shall pay for the same the sum of $5; which permit shall be for a period of one year from the date of its issuance.
   (B)   The permit shall be a prerequisite to the performance of any work connected with the planting, removing, spraying, pruning, bark tracing and root pruning or any other acts necessary to obtaining such work.
   (C)   The applicant shall obtain and maintain in full force and effect covering the performance of the work covered by the permit issued under these regulations comprehensive property damage and public liability insurance. The policy of insurance shall have a minimum limit of $1,000,000 and $1,000,000 for injury to any person or persons and $50,000 for damages to any property. The city shall be named as an additional insured. A certificate of said insurance policy with a 30-day cancellation notification shall be placed on file in the Clerk's office. Additionally, an applicant must provide workers' compensation insurance for all employees.
   (D)   The person, persons, company, or corporation shall remove all limbs from trees that are cut and shall leave no debris remaining after the work is completed.
