§ 113.04 QUALIFICATIONS OF LICENSEES AND DRIVERS.
   No license shall be issued to any person under the age of 21, nor to any person not having a good moral character, nor to any person known to become intoxicated, nor to any person who has not had experience as a driver of an automobile. It shall be unlawful for any licensee to employ any driver who does not possess the qualifications herein required of the licensee.
