(A) The Clerk-Treasurer shall keep, in a well- bound book used solely for that purpose, the names of all owners, operators, or persons in charge of public service automobiles, together with the post office address of such owners or operators and the state registration license number of the automobiles.
(B) The Clerk-Treasurer shall number the license issued to any owner or operator of any such automobile, and specify in such license the maximum number of persons that may be carried at any time in such vehicle and the fare to be charged.
