§ 100.03 ESTABLISHMENT OF ANNUAL SPECIAL EVENTS.
   The city may approve special events that occur annually.
   (A)   The Old Settlers' Association, Inc., or its successor, is hereby authorized to conduct the Old Settlers' Day Festival during the month of June, July or August as agreed to by the Old Settlers' Association, Inc. and local governing board.
   (B)   The Parks Department is hereby authorized to conduct the Veterans' Marathon during the month of November.
   (C)   The organizer of First Fridays, who may change from time to time, is hereby authorized to conduct First Fridays on the first Friday of each month from May through October.
   (D)   The Farmers Market is regulated by Chapter 119.
   (E)   For other annual special events to be considered and for purposes of this section, at least 60 days prior to the proposed event, other festival boards and/or organizers must obtain prior approval and must submit to the Board of Public Works and Safety their request to conduct a festival, the days and location of events and any other information required or requested by the Board of Public Works and Safety. The event shall be located inside the corporate limits of the city. Location of events shall be at the discretion of the Board of Public Works and Safety.
