§ 99.08 PERSONS ENGAGED IN HANDLING AND CARE OF TREES.
   No person, firm or corporation shall advertise, solicit or contract as a tree expert to improve the condition of fruit, forest, shade or ornamental trees on public land by feeding, fertilizing, trimming, bracing or other methods of improving or protecting trees without first obtaining a yearly permit from the Clerk-Treasurer, under the following terms and conditions:
   (A)   Anyone interested in obtaining such permit shall make applications to the Clerk-Treasurer.
   (B)   The permit shall be a prerequisite to the performance of any work connected with the planting, removing, spraying, pruning, bark tracing and root pruning or any other acts necessary to obtaining such work.
   (C)   The applicant shall obtain and maintain in full force and effect covering the performance of the work covered by the permit issued under these regulations comprehensive property damage and public liability insurance. The policy of insurance to have a minimum limit of $1,000,000 and $1,000,000 for injury to any person or persons and $50,000 for damages to any property. The city shall be named as an additional insured. A certificate of said insurance policy with a 30-day cancellation notification shall be placed on file in the Mayor's office. Additionally, an applicant must provide workers’ compensation insurance for all employees.
