Owners of private lands being developed as new subdivisions will provide trees shown on the Tree Plan in all areas to be dedicated to the city as public streets or street rights-of-way or other public lands. Further, such subdividers shall be encouraged by the city to provide trees on private lands in the subdivision in accordance with the Tree Plan.
