There is hereby adopted for the city the Tree Plan prepared by the Community Tree Board showing the species of all trees existing or to be planted on public land within the city, which Tree Plan is on file and available for public inspection in the office of the Mayor. No person shall hereafter plant, transplant or remove any tree located on public land except on a location where it will be in confirmation with the Tree Plan and the species and variety therein designated.
