For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BOARD OF PUBLIC WORKS AND SAFETY. The Board of Public Works and Safety of the city.
CLERK-TREASURER. The Clerk-Treasurer of the city.
GARBAGE. Rejected food waste, and every waste, accumulation of animal, food, and vegetable matter, used or intended for food, or that attends the preparation, use, cooking, dealing in or storing of meat, fish, fowl, and fruit or vegetables, and all other substances likely to decay, and wastes except sewage and body waste.
HAZARDOUS WASTE. Any solid, liquid, or gaseous matter, any odor, any radioactive material, any pollutant as defined in the Federal Water Pollution Control Act of 1972 ( 33 U.S.C. §§ 1251 et seq.), or any combination thereof, from whatever source, which is injurious to human health, plant or animal life, or to property or which interferes unreasonably with the enjoyment of life or property, or which is otherwise violative of the provisions of this chapter.
PRIVATE HAULER. Any person, firm, or corporation engaged in collecting, hauling, and disposing of any garbage, refuse, debris, or trash as hereinbefore described for hire.
RUBBISH. Such matter as ashes, cans, metal waste, broken glass, crockery, dirt, sweepings, boxes, lumber, remodeling materials, plaster, concrete, wood, leaves, grass, weeds, paper, or litter of any kind, except trees, large limbs, or debris from demolition or construction of buildings.
