§ 97.23 NOTICE TO PROPERTY OWNERS TO CONSTRUCT OR REPAIR.
   Whenever the Board of Public Works and Safety or the city’s Street Superintendent, determines that a new sidewalk should be constructed or that an old sidewalk should be repaired, the Board or the Superintendent shall cause notice to be served to the owner, or his or her agent, of the abutting property to the affected sidewalk. Such service shall be made in person, by certified mail, or, if the owner’s address or the owner’s agent’s address is unknown, by the posting of the notice on the owner’s property which abuts the affected sidewalk. The notice shall provide that the owner shall have 30 days in which to construct or repair the sidewalk and shall provide an opportunity for the owner to appeal to the Board by the submittal of a written appeal delivered to the city’s Clerk Treasurer within ten days of receipt or posting of the notice.
