§ 97.15 CONCRETE.
   Every cubic yard of concrete in place shall contain approximately one and one-half barrels of cement. The fine aggregate shall be concrete sand No. 14 and shall meet State Highway Commission standard specifications. The coarse aggregate shall be concrete aggregate “L” No. 5 and shall meet State Highway Commission standard specifications. The concrete shall consist of one part of best portland cement, two parts of fine aggregate and three parts of coarse aggregate accurately measured. Water for use with cement in concrete shall be free from oil, acid, injurious alkali, or vegetable matter: however, on special permit granted by the Common Council, asphalt material may be used instead of concrete whenever the Council determines that the use of such material is warranted.
