No person shall park a bicycle, unicycle, or three-wheeled cycle on the traveled portion of a street. Bicycles, unicycles, or three-wheeled cycles may be parked only on the sidewalk area in a rack provided to support the bicycle, unicycle, or three-wheeled cycle or against the building or in such manner as to afford the least obstruction to pedestrian traffic.
