(A) No person having charge of or operating an automobile or other motor vehicle on the streets or alleys within the city shall cause, by the operation of the motor vehicle, any loud or offensive noise, sound, disorder, or tumult to the disturbance of peace, health, safety, and quietude of the city, or to the annoyance of any of its inhabitants.
(B) The following acts are declared to be specifically in violation of division (A), but not in limitation of the scope of the division:
(1) Operating any vehicle with the exhaust open, the cut-off open, or to which is attached any noise-making contrivance or device;
(2) The sounding of any horn or signal device on any motor vehicle while not in motion, except as a danger signal if another vehicle is approaching apparently out of control, or if in motion, only as a danger signal after or as brakes are being applied and deceleration of the vehicle is intended; the creation by means of any such signal device of any unreasonably loud or harsh sound; and the sounding of such device for an unnecessarily long and unreasonable period of time;
(3) Sounding any siren or other noise- making or noise-producing device, which is attached to the motor vehicle, or under the control of the operator of the motor vehicle or any passenger riding in the motor vehicle;
(4) Quickly or violently accelerating the motor vehicle so as to cause the screeching or squealing of the tires of the vehicle against the pavement or surface of the street or alley; and
(5) The use of any motor vehicle with appurtenances attached thereto so as to create loud or unnecessary grating, grinding, rattling, squealing, screeching, or other noises.
