This chapter applies to all land-disturbing activities on land within the corporate boundaries of the city, including commercial, industrial, residential, and highway development, except for cultivating activities and conservation practices on agricultural land. The “corporate boundaries” shall not include the two-mile jurisdiction surrounding the city corporate limits.
