(A) Each unit shall be assessed and pay to the city a user fee for domestic solid waste collection and disposal at a monthly charge determined by the city on an annual basis.
(B) Charges for services in subsection (A) above shall be monthly charges for each user at each pickup location and such user charges shall be billed by the office of the Clerk-Treasurer monthly, with other utility services billed by said office, which charges shall be paid, in arrears, by the twentieth of the month following service. The charges shall be billed to users as their names and addresses appear on the metered electric consumer records of the city, or, in the case of users who are not metered electric consumers of the city, to the user by name, if known, but if unknown, to the “owner” or “occupant,” addressed to the pickup location. If such charges are not paid within 30 days after due, the amount of the user fee and any necessary attorneys’ fees may be recovered by the city in a civil action.
