The Manager of the Board of Public Works and Safety from time to time shall prepare cost studies showing the cost of providing regular and any experimental service in the manner provided in this chapter, including all costs of collecting materials, all monies saved by not having to pay fees for landfill disposal of materials, and all monies received from the sale of recyclable materials either by the city or its contractor.
