§ 53.04 COMMERCIAL ACCUMULATIONS.
   (A)   It shall be lawful in the commercial areas of the city to dispose of refuse and natural debris, but not garbage, in trash bins, which shall consist of enclosed metal or wooden structures, except that material placed in such trash bins shall be placed therein in boxes or containers and shall not be loosely thrown therein.
   (B)   The owner or operator of any business establishment in the city shall build in an alley adjacent or reasonably close to his or her establishment an enclosed metal or wooden structure for use as a trash bin, unless the amount of trash, boxes, and containers which such business establishment accumulates is small enough in quantity and bulk to be contained within a container.
