§ 52.40 APPLICATION.

This subchapter shall apply to all persons, firms, partnerships, associations, corporations, companies, or organizations of any kind connected to the city water utility system or using water therefrom (which persons, firms, and the like, shall be hereinafter referred to as USERS).
