See the city's general rules and regulations as to other provisions and conditions pertaining to the application and furnishing of service; deposits; turn-on and turn-off of service; water taps; new extensions; consumer's installations; charges for special services furnished; the disconnection, reconnection, and transfer of service; the responsibility for payment of bills; and other conditions which are a part of this chapter the same as if written herein.
