(A) No person shall attach, place, or connect any jumper, cut-out, or any other part, fixture, or appliance to any electric or water meter, or to any of the wires or pipes connected therewith and used in connection either with the electric or water works systems in the city, whereby or by means of such device, appliance, or fixture, the meter shall not record the true amount of current or water used by the consumer whose service is measured by the meter.
(B) The presence of the jumper, cut-out, or other part, fixture, or appliance shall be presumptive proof and conclusive evidence of knowledge of the existence of the same by the consumer whose service is measured by the meter.
