The Housing Authority's public purpose shall be for the clearance, replanning and reconstruction of areas in which unsanitary or unsafe housing conditions exist and for providing safe and sanitary dwelling accommodations for persons of low income. “Persons of low income” shall be defined as persons or families who, without financial assistance, lack the amount of income that the Housing Authority finds is necessary to enable them to live in decent, safe, and sanitary dwellings without overcrowding.
