§ 32.094 JOINT BUDGETARY BOARD.
   (A)   Establishment. A Joint Budgetary Board shall be established. The Board shall be responsible for the preparing and recommending of an annual combined budget. The Board shall consist of seven members, two members from the City Plan Commission; two members from the County Plan Commission; one member from the Town of Churubusco; one member appointed by the Mayor, and one member appointed by the County Commissioners.
   (B)   Responsibilities of Board.
      (1)   The Board shall have the responsibility of preparing and recommending an annual budget for the consideration of the two Commissions, the City and the County Councils.
      (2)   The Board shall have the responsibility of advising the Plan Commissions on the joint activities.
      (3)   The Board shall be responsible for employing an Executive Director to the Planning Department with the consent of the City Plan Commission and County Plan Commission.
      (4)   The Board shall be responsible to establish personnel policies within the Department.
   (C)   Meetings. The Budgetary Board shall meet no less than semi-annually in the months of January and June to review all ongoing work projects of the Department, administrative needs and conduct all necessary business in the administration of the Department. They shall issue a report to the respective units of government updating each unit.
