(A) There is hereby created the Columbia City- Whitley County Planning Department, whose primary function is to provide staff assistance to both the Columbia City Plan Commission and Board of Zoning Appeals, and the Whitley County Plan Commission and Board of Zoning Appeals. The direction and work of the Department shall be determined by a work program adopted by both Plan Commissions in January of each year following at least one joint meeting of the two commissions. In addition, the staff of the Department shall also be available to the Mayor of Columbia City and the Board of County Commissioners to provide assistance in matters where their expertise is required or desired; provided, however, that any major work items for the Mayor or Board shall, wherever possible, be requested and incorporated as part of the adopted work program established by the respective Plan Commissions.
(B) The Planning Department shall be entitled to perform planning services for the Town of Churubusco, and any other government entity in the county. The remuneration for such services shall be established by the Joint Budgetary Board, and such remuneration shall be paid to the County Auditor, to be used towards defraying the costs and expenses of the Planning Department.
(C) The Department shall be housed in the Whitley County Courthouse or at such other facility that is provided by agreement by the respective governmental units.
