There is hereby created and established a board to be known as the Columbia City Community Tree Board, which board shall consist of eight members, one being the Columbia City Director of Community Development, who shall be an ex officio member, and seven members, all being citizens and residents of Whitley County, Indiana, four of whom shall be appointed by the Mayor and three appointed by the Common Council.
