§ 32.031 POLICE RESERVE DEPARTMENT.
   (A)   There is hereby established a reserve police department to be called the “Columbia City Police Reserve Department.”
   (B)   There shall be no more than ten members on the Police Reserve Department and such members may not be members of the regular police department of the city, but shall have the same police powers as regular police officers, except as regulated by the rules of the department or by state statute, or as hereinafter limited.
   (C)   Members of the Police Reserve Department shall be appointed by the Board of Public Works and Safety, upon recommendation by the Chief of Police.
   (D)   A member of the Police Reserve Department may not be appointed until he or she has completed the training and probationary period specified by the rules of the department and may not make an arrest, conduct a search or seizure of a person or property, or carry a firearm, unless the police reserve officer successfully completes the pre-basic course under I.C. 5-2-1-9(f).
   (E)   A member of the Police Reserve Department shall be covered by the medical treatment and burial expense provisions of the Worker's Compensation Law (I.C. 22-3-2—22-3-6) and the Worker's Occupational Disease Law (I.C. 22-3-7).
   (F)   Unless sums are subsequently appropriated by the Common Council, members of the Police Reserve Department shall not receive a uniform allowance, shall not receive compensation for time lost from other employment because of court appearances, and shall not be insured for life, accident, or sickness coverage, and are not eligible to participate in any pension program provided for regular members of the Police Department.
   (G)   The Board of Public Works and Safety shall have the authority to dismiss any reserve officer, without cause, and the Chief of Police shall have the authority to suspend any reserve, pending final disposition by the Board of Public Works and Safety.
   (H)   The city will furnish members of the Reserve Police Department with radio, weapons and badges, which radio, weapons and badges shall remain the property of the City Police Department and surrendered by such member upon demand.
   (I)   The Police Department shall enact rules and regulations regarding the conduct of members and administration of the Police Reserve Department, which rules and regulations shall be approved by the Board of Public Works and Safety.
