§ 30.13 ADOPTION OF THE CAPITAL IMPROVEMENTS PROGRAM.
   (A)   Submission. A recommended Capital Improvements Program shall be submitted by the Mayor to the Common Council. The Capital Budget year is to be an addendum to the annual city budget. The budget shall include a brief description of projects, costs and identify the fund or funds from which the monies will be appropriated for each project.
   (B)   Adoption. The Common Council shall, after fixing the annual budget, tax rate and level, identify those capital improvements projects sources of funds for which monies have been appropriated. These projects collectively comprise the Capital Budget year of the Capital Improvements Program.
   (C)   Expenditures. Monies shall be expended only for Capital Improvements Projects that are:
      (1)   A part of the Capital Budget year of the Capital Improvements Program;
      (2)   Specifically authorized by the Common Council by amending the Capital Budget year.
   (D)   Mid-year review. The Capital Improvements Program shall be reviewed and amended as needed by the Common Council six months after its adoption.
