   (A)   The entire boundary line or corporate limits of the City of Columbia City, Indiana, located in parts of Sections 1, 2, 3, 4, 9, 10, 11, 12, 14 and 15, all being in Township 31 North, Range 9 East, together with part of Sections 6 and 7 in Township 31 North, Range 10 East, all being in Whitley County, Indiana, and all together being more particularly described as follows, to wit:
